Joseph A. Kuzilwa is Professor of Economics and former Vice Chancellor of Mzumbe University. He served as Deputy Vice Chancellor for Academic Affairs of Mzumbe University from September 2002 to September 2007. He also served as Deputy Principal and Director of Studies of the former Institute of Development Management, Mzumbe from 1993-1999. He obtained his BA (Honours) from the University of Dar es Salaam, his Masters Degree in Economics (International Trade) from the University of Lancaster in the UK and his PhD in Economics (International Monetary Economics and Development Economics) from the University of Illinois in the USA. He was promoted to the rank of Associate Professor and full Professor of Economics in 1996 and 2002, respectively.Prof. Kuzilwa has long experience in training, conducting research and consultancy in various fields including micro finance, project planning and management, economic policy analysis, entrepreneurship and business development, strategic planning, and performance management systems. He currently also serves as the National Coordinator of African Research Network on Clothing and Footwear, a research network on value chain studies in clothing and footwear, pooling four research institutions from South Africa, Ethiopia, Kenya and Tanzania. He is also the Director of Techtop Consult (T) Ltd., a management consulting firm based in Dar-es-Salaam.He is a member of the boards of several University Councils, including Open University of Tanzania and Tumaini University, Iringa College. He is a member to various professional and scientific bodies. Currently, he is the Honorary Treasurer and fellow of Tanzania Academy of Sciences. Similarly, he is a member of the Think Tank of the Ministry of Higher Education, Science and Technology, an advisory body to the Minister. Professor Kuzilwa has published widely in many international and local journals. He has also authored and edited several books
Mr. Ramadhani Hamisi holds a B.A (Hons) in economics obtained from the University of Dar-es-Salaam. He also holds a Post Graduate Diploma in Development Economics obtained from the United Nations Institute for Economic Development (IDEP) in Dakar, Senegal. Mr. Hamisi was initially employed by the Ministry of Planning and Economic Affairs as an economist. In 1997, having been promoted to the post of Senior Economist, he was transferred to the Ministry of Finance in the same capacity.While in the Treasury Mr. Hamisi was promoted to Principal Economist before being appointed Acting Assistant Commissioner for Budget in June 2003. In November 2004, Mr. Hamisi was appointed Assistant Commissioner for Budget. Mr. Hamisi has attended Various Courses both at home and abroad. Some of the Courses are: Industrial and Infrastructural Projects - University of Bradford (1988); Methods and Techniques of Macroeconomic Analysis DSE Berlin (1991); Results Based Performance Indicators SETYM, Montreal Canada (2005); and Executive Development MTC Dubai (2006). Mr. Hamisi is a member of The Ministerial Advisory Board (MAB) for the Tanzania Metrological Agency (TMA) and the Governing Council Institute of Rural Development Planning, Dodoma. He is an active member of the Senior Budget Officers (SBOs) in Africa under the umbrella of the Collaborative African Budget Reform Initiatives (CABRI).
Mr. Juma Muhimbi is Chief Executive Officer and Managing Director of IMMA Consultancy Services Ltd. He holds Master of Science Degree in Accounting and Finance from the University of Birmingham, UK and is a Certified Public Accountant in Public Practice - CPA (T).Mr.Muhimbi has also attended many short courses within Tanzania and abroad on various subjects including: local government accountancy and finance, management development, micro computer information system, International Financial Reporting Standards and International Public Sector Accounting Standards.Mr. Muhimbi has long experience as Certified Professional Accountant who has been exposed to numerous assignments during his career ranging from academics to administration. He has enormous knowledge and experience in Accounting, Finance, Taxation, Auditing, Social security matters and General Management and has been exposed to banking in 1998 to 2000 when he served in the Board of Directors of Akiba Commercial Bank. Mr. Muhimbi has also been involved in Training of Accountants, NBC Bankers and Auditors at the then Institute of Development Management, Mzumbe which has now become Mzumbe University where he is still lecturing, albeit, on part time basis in its graduate programs. While at Mzumbe, Mr. Muhimbi was also the Manager of a NORAD sponsored project entitled IDM Academic Improvement Project and was coordinator of the twinning arrangement between Adger College of Norway and IDM Mzumbe.Besides practicing as an Auditor under Muhimbi and Mwambola Consultants, between 2005 and 2009 he is also a resource person for the NBAA in a number of professional assignments since 1986 to date. He has been a regular resource person for seminars and workshops conducted by NBAA and the Institute of Internal Auditors (IIA).Mr. Muhimbi is a member of the Governing Council of the National Board of Accountants and Auditors since December 2007, where he also serves as Chairman of the Boards Membership, Ethics and Compliance Committee. He also holds board / trustee membership with Social Security Regulatory Authority (SSRA), Ardhi University, Muhimbili National Hospital and Bahari Eagles Foundation Limited. He also subscribes to professional societies including the Institute of Directors Tanzania (IoDT), the National Board of Accountants and Auditors (NBAA), Tanzania Revenue Authority (TRA) as registered tax consultant, Tanzania Association of Accountants (TAA) and the Institute of Internal Auditors (IAA). Mr.Muhimbi has made many publications in professional journals and magazines on various subjects.
Dr Mohamed is senior Lecturer and Director of Postgraduate Studies at the Institute of Finance Management. He holds PhD in Finance from the University of Strathclyde, Glasgow, Scotland, UK. Dr Mohamed has also attended short courses on Foreign Exchange and Money Markets Trading and Financial Management for Young Executives. Dr Mohamed serves both the academic and practitioners community through the provision of high quality research in investment, financial economics, and consultancy work in risk and treasury management, corporate governance and other areas of finance and banking.He has made many publications on different subjects including Firm Specific News Disclosure and Persistence of Security Returns Volatility: Lessons for Stock Markets in Developing Countries, Information Quality and Risk Around Mergers and Acquisitions: Evidence from the London Stock Exchange, Challenges Facing Banking Industry in Emerging Markets: A Case Study of the Tanzanian National Payments System, Ten Years of Dar es Salaam Stock Exchange (DSE): Achievements and Challenges for the Domestic Bond Market etc. Dr Mohamed also serves the finance community through short courses on different subjects such as Financial Markets, Good Governance and Economic Development: Challenges and Prospects, Fundamentals of Financial Markets, Bonds Markets Workshop, Financial and Statistical Calculations in Debt and Reserves Management, Credit Risk Management and Debt Recovery for Banks, Bank Treasury Management, Management and Finance of Public Funds and Treasury Management, Asset and Liability Management, Financial Instruments and Capital Markets in Tanzania and many more. Dr Mohamed serves as member of board of directors for Tanzania Revenue Authority, Barclays Bank Tanzania Ltd, Zanzibar Insurance Corporation, Institute of Accountancy Arusha and is also Chairman of the Index Management Committee of the Dar es Salaam Stock Exchange. He is also member of the European Finance Association.
Patrick Gamara is a Principal Finance Management Officer in the Office of Treasury Registrar (TR) under the Ministry of Finance. He is a holder of Master of Business Administration (Marketing and Entrepreneurship) from Southampton University, UK and an Advanced Diploma in Accountancy from Institute of Accountancy, Arusha (1999). Mr. Gamara started his career in the private sector, as an Assistant Accountant at MFI Office Solution, in 1999. He moved into the public service, in 2003, where he started working at the Treasury Registrar under the Ministry of Finance where he rose from the starting position of Finance Management Officer to a Principal Finance Management Officer (2013).At the TR office he has been involved in financial statement analysis and ensured that there is an update Treasury Registrar shareholding position for several portfolios particularly for Banks and non-bankorganisations, Infrastructure, Legal, communication and technology sectors.Mr.Gamara was a member of Divesture Technical Team under Consolidated Holding for Restructuring and technical advice on specified public enterprises. He was also a member of Audit Committee of Keko Pharmaceutical Industries Limited and committee member of non Tax Revenue Task Force on improvement of the contribution to the General Budget Support.Mr.Gamara has attended various courses both at home and abroad, in Computer Auditing/Investigation and Data analysis, Budget and Financial Analysis, Public Enterprise Restructuring &Privatisation, Budgetary Control & Budget Analysis, Human Resource Management and Corporate Governance. Gamara is undertaking his professional courses in accounting by the National Board of Accountants and Auditors.
Dr Hamisi S Kibola is the Managing Director for UTT AMIS. Between 2003 and 2013, Dr Kibola was Chief Executive Officer of the Unit Trust of Tanzania. In 2013, Dr Kibola coordinated a restructuring programme for UTT that resulted into three companies: UTT AMIS, UTT Microfinance, and UTT Projects and Infrastructure Development. Dr Kibola became the first managing director of UTT AMIS. Prior to founding UTT, Dr Kibola spent five years as the first Chief Executive Officer of the Dar es Salaam Stock Exchange (DSE). Previously, while working with the Bank of Tanzania, Dr Kibola was involved with the Capital Markets Unit where he did the ground work for the establishment of the Capital Markets and Securities Authority. Dr Kibola was also a member of the Advisory Committee for the Establishment of the Dar es Salaam Stock Exchange (DSE) before he became its first CEO.Dr Kibola’s career in the financial services sector began at the Central Bank where he worked as principal legal officer. He was later seconded to the then Preferential Trade Area for Eastern and Southern Africa (now COMESA) where he coordinated a project on the trade and investment laws of the region. He previously worked as lecturer first at the University of Dar es Salaam, and later at the Centre for Foreign Relations. Dr Kibola holds an LLB (Hons), LLM, and PhD from the University of Dar es Salaam and a postgraduate degree in European Integration from the University of Amsterdam.
